22 cases disposed in Lok Adalat
ITANAGAR, May 10: The Arunachal Pradesh state legal services authority in coordination with the judicial officers of district sessions court, Yupia yesterday conducted the monthly Lok Adalat.
Chief Judicial Magistrate Yupia, judicial magistrate first class of Daporijo and Khonsa conducted the monthly Lok Adalat on motor accident claims, criminal and civil cases as a part of the monthly national Lok Adalat.
A total of five motor accident cases with settlement of Rs 20, 75, 000 to the claimants were disposed by the district and sessions court, Yupia. CJM Yupia also disposed off six cases which included two motor vehicle cases, three criminal cases and one money suit with settlement of Rs 18, 10,400. The judicial magistrate first class Daporijo disposed off six criminal cases and judicial magistrate first class Khonsa disposed of five criminal cases. Budi Habung, Member Secretary APSLSA and JMFC Yupia Mary Kamsi along with other members presided over the proceedings.

AACJM threatens defamation suit
ITANAGAR, May 10: Anjaw Anti Corruption Jagruti Movement (AACJM) has threatened to file defamation case against former minister Kalikho Pul, if can’t prove his allegations leveled against it.
Reacting sharply to the press statement of the former minister, who alleged that chief minister Nabam Tuki had been extending support to AACJM and some other organizations fighting the corruption issue which was published in sections of local dailies and electronic media, the AACJM termed the allegations as untrue, fabricated and an attempt to mislead the people. “We have been fighting corruption since decades independently without any (financial) support from any political party or organization, said AACJM in a release while clarifying its stand on the issue.
We strongly condemned the former minister for making such false and fabricated statement against us and the chief minister”, the release said.
Students union concerned over illegal claim of land ownership

ITANAGAR, May 10: All Siyom Banggo Students’ Union (ASBSU) has expressed concern over alleged illegal occupation of government notified land at Jomlo Mobuk village in West Siang district (presently in newly created Siang district) by some local villagers and urged them to withdraw their claim against compensation.
The union in a press release said that the villagers of the area voluntarily donated a large plot of community land to state government in 1972 but some unscrupulous local people are claiming ownership on the donated land thereby creating confusion among the people.
Official records have revealed that an agreement was executed between the then Deputy Commissioner and District Agriculture Officer of ‘Undivided Siang District’ and the land donors, who had donated about 200 acres of land voluntarily at Jomlo Mobuk village in September, 1972.

ITANAGAR, May 10: Expressing apprehension of biasness in the process of direct recruitment, Arunachal Civil Society (ACS) has sought the intervention of the Chief Secretary to conduct the recruitment of three joint BDOs in RD Department through Arunachal Pradesh Public Service Commission (APPSC).
ACS in a release said that there is every possibility of biasness in the departmentally conducted direct recruitment process depriving the genuine and talented candidates. Arunachal tops in Poppy cultivation; raises security concerns
New Delhi, May 10: Arunachal Pradesh has emerged on the top among the illegal opium poppy producers in the country, ringing alarm bells among security agencies given its proximity with Myanmar and other nations notorious for cultivation of the contraband.

Due to geographic closeness with the 'Golden Triangle' of Myanmar, Lao PDR and Thailand, infamous for opium and heroin production and trafficking, security agencies are concerned that the state with favourable climate for poppy cultivation has started to act as an extension of the international mafia indulging in the illegal trade and a report in this regard has been submitted to the Union Home Ministry.
Making matters worse, the drug enforcement agency has noticed a spurt in illegal cultivation over the last couple of years.
According to officials, armed militia guard the farms where clandestine cultivation takes place and officials have been attacked when they tried to step in to stop the illegal activity.
"In 2012 we destroyed less than 400 acres of poppy in Arunachal, which jumped to 1,222 acres and 1,067 acres, respectively, in the next two years. The government is serious over the development," NCB Deputy Director General (Operations) Deb Jyoti Ray told PTI.
The figures could be just the tip of the iceberg as NCB sources said they could not penetrate deep into the remote state as their teams assisted by administrative officials of the concerned districts were attacked by armed locals.

"We also noticed involvement of people from outside in poppy cultivation in Arunachal. Armed militia, possibly part Naga insurgent groups, guard the farms. Our agency has sent a detailed report to the central government on the issue," the source added.
Corroborating the widespread cultivation of opium in Arunachal Pradesh, Romesh Bhattacharji, a former Narcotics Commissioner of India and past president of Institute of Narcotic Studies and Analysis (INSA), said "the state is being lost to opium".

Adding that "the situation was much worse now" with cultivation pattern shifting from small farms to commercial scale, Bhattacharji said the scenario can spell doom not only for internal and external security, but also the society, which was submitting itself to widespread drug abuse and increasing violence.
"Sadly, nothing much is being done to contain the situation in Arunachal. It may become a lost case in the coming years," he said.
According to NCB officials, apart from Lohit and Anjaw districts, there have been reports of poppy cultivation from Changlang, Longding, Upper Siang and Tirap districts.
"Lohit and Anjaw are districts bordering Myanmar and China. So far there have been no indications that the extracted opium from the poppy pods is refined into heroin in India. This means that it is being smuggled to Myanmar, which is one of the largest heroin producers in the region," an NCB official said.
The official also pointed out that so far India has been on the global heroin trafficking map only as a transit country, but the emerging Arunachal scenario is like a "game changer", linking the country to its production.
"It's a known fact that opium is refined close to source and then trafficked. Seeing the rapid growth of poppy cultivation and low population of Arunachal Pradesh, there is a distinct possibility that the state is beginning to act as an extension of international mafia indulging in opium and heroin trafficking," an NCB source said.

I.G. Park an important place in the event of Natural Disaster
ITANAGAR, May 10: The war of words between the district administration and the nodal department (Science and Technology) over the suspension of ongoing construction of Innovation Hub and Digital Space Exposition Theatre (Planetarium) at IG Park Itanagar is brewing as Deputy Commissioner Capital Complex Mige Kamki today strongly reacted at the press statements of T Ronya, Director Science and Technology.
In a point to point reaction, Kamki said, ‘The importance and significance of I.G. Park requires no elaboration as this is the only open space available not only as a breathing space for city dwellers but also requires for hosting of important events with the extra parking space during mega events”. He also pointed out that the Capital Complex District Emergency Operating Centre for Disaster Management has identified I.G. Park as one of the important place for “command, control and management of relief and rehabilitation” in the event of a natural disaster.
DC added that any act of downsizing the I.G. Park will compromise with the traffic management and security related issues during the celebration of major public events as the park already has restricted space.
The DC Capital Complex stated that any department having fund at their disposal for any scheme start eyeing on IG Park and demand portion of it in order to ground their schemes, which has put the fate of park at stake. He further added that the importance of any institution or availability of fund should not be a justification to encroach upon I.G. Park citing that so called Innovation Hub and Digital Space Exposition Theatre (Planetarium) can be constructed elsewhere.
Denying the allegation of joint inspection, the DC Kamki clarified that he did not visit the site though he visited the park to keep close watch on the activities. He termed the allegation of Director Science and Technology for slowing down the allotment process as baseless claiming that his office did not receive any government approval for allotment of land for the said project. He stated that the process for allotment of land was not initiated on ground that the proposed land falls within the allotted area of I.G. Park. The DC maintained that mere obtaining NOC from the land allottee is not mandatory for the Deputy Commissioner to give land allotment to any department.

Slamming the executing department for hastily starting construction without obtaining allotment, the district administration stated that the Department shall be liable for the damages and compensation to the Park. DA also said that instead of going to the Press, the Department should approach appropriate authority for addressing the grievances.
Shopkeepers fined for not possessing valid papers

ROING, May 10: Shopkeepers and owners of Roing town are being put under the scanner by the Enforcement Wing from Itanagar of the Tax and Excise Department since Thursday last.
Led by Superintendent Tax and Excise A. Nokar, the team went from shop to shop checking the legal papers necessary to run a trade in the market.
"We have been conducting the checking drive since the last two days but none of the shop owners has been found to possess proper documents of registration or tax payment”, informed Nokar. The defaulters were penalised on the spot by the team.
The enforcement team reportedly barged into shops and started giving out challans making assumptions of total value of items present in the shop.
"Some of us have our papers being processed at the Tax and Excise office here, even for a simple VAT registration we have to run around for weeks, but ultimately we are the ones who have to pay the penalty", said a shop owner.
Another shop owner said, "Before imposing such hefty fine on us, the Tax and Excise office of our district should be given proper training about all these, and they should create awareness amongst the traders. Some of us have little idea about tax payment but we do pay whatever is being imposed against our trading licence officially by the Tax and Excise office. It is overall a case of negligence".
Reportedly, the Enforcement Wing had carried out this process in 2013 as well, and most of the defaulters listed at that time have also been found to be guilty again. The team assured that no cash is being taken on the spot. "We are only handing out challans for them to pay at the bank", informed an official of the team.

Relief material from Arunachal reaches Nepal
ITANAGAR, May 10: Relief materials provided by the govt of Arunachal Pradesh have reached Nepalese authorities at Kagarbitta today. Arunachal Pradesh Chief Minister Nabam Tuki had committed to provide one thousand tents to the earthquake ravaged Nepal.
Truck loaded with tents was received by Rohit Raj Pokharel, Assistant Chief District Officer, Jhapa for the earthquake victims on behalf of the Nepal govt.
The relief mission team of Arunachal Pradesh was headed by Thutan Wangchu, Disaster Management Officer attached with CM and assisted by I. Halim, Assistant Commissioner, Customs Siliguri, Inspector DK Singh, Customs, Pani Tanki and SI Sanjay Yadev, 2nd Bn, NDRF Siliguri, B. Bhuiyan and Dipen the employees of TK Engineering Consortium.
Further, on request of the Nepalese authorities, the truck with tents has been sent to Sengja district which is beyond 600 kilometres from the designated collection centre at Birta More as the tents were urgently required there to provide temporary shelters to the victims as most of the villagers became homeless after the catastrophe of April 25.
The Nepal Government while acknowledging the receipt of relief materials have expressed their heartfelt thanks and gratitude to Arunachal Pradesh Chief Minister Nabam Tuki. A letter of appreciation from the Nepal Government addressed to the Chief Minister, Arunachal Pradesh was handed over to Thutan Wangchu.
Meanwhile the Chief Minister has reiterated the State’s solidarity with the quake victims and assured all possible help from the state government.

ITANAGAR, May 10: The Animal Husbandry and Veterinary Department has ruled out any outbreak of Foot and Mouth Diseases (FMD) in Mithun in Kra Dadi district.
Responding to the reported outbreak of FMD in the district, the Department rushed a Rapid Response Team (RRT) comprising three veterinary officers and field staff with sufficient medicines to Palin to inquire into the case and initiate control measures, if any. Kiwi success may push Arunachal for more fruit wine production
Itanagar, May 10: After the successful launch of a drink made from kiwi fruits grown in Arunachal Pradesh, experts have suggested that the state government venture into making fruit wine from the various fruits which are abundant in the northeastern state.
Arunachal, which enjoys the distinction of being the largest kiwi producing state in the country, annually produces an average of 30,945.2 MT of apples, 4,720.5 MT of kiwi, 1,76,707 MT citrus and 67,580 MT of pineapples.
According to official data, the state has 18 lakh hectares of land available for horticulture of which only 1.13 lakh hectares have till date been brought under cultivation.
"Fruit wine could be a money spinner for the state. The state government could seriously
think about its potential and go for wine manufacturing from various available fruits

Rhythm Winery, a part of the company, is sourcing over 2.5 tonnes of kiwi from Arunachal for brewing the wine.
According to the terms of the MoU, the revenue from the business would go to APHPM&PB while Rhythm Winery is only a service provider working on a project basis.
The state government has fully funded the project and borne the full cost of Rs 18,84,000 incurred on it.
Prabhune said that kiwi has high aroma and a refreshing flavour. It is of high acidic nature and has sugar levels similar to that of grapes.

Aam Admi Party which is in a loggerhead with media has taken the fight to the next level. On Saturday, the Delhi Chief Minister Arvind Kejriwal urged officials with the Delhi Government to lodge complaints against defamatory news items which damage the reputation of the government with the Principal Secretary of the Home Ministry. Give us an explanation

The recent suspension of construction of the work of Planetarium with Rs 2 crore budget at IG Park by District Collector indicates that something is fishy.
In a district any major government construction work and project needs DC's official approval. If the work of Planetarium project was approved by Chief Minister, then it should be definitely approved by concerned DC also. Without the approval of DC how could PWD execute the work? If PWD might have got the construction order from CM's office, then also I think PWD should get the approval of concerned DC, but I am not sure about it since I am not an office bearer of any of the above departments.
But, my point is that because of the ignorance of the office bearers about their official procedures and protocols to be followed, the interest of the public is hindered and is at stake. Planetarium would stimulate the scientific nerve in the young students of AP and hindering such a glorious project on account of the officer's lack of knowledge about official procedures is not befitting. Recently, there was such an issue with the chief estate officer and DC. Why is the jurisdiction of such government offices so fuzzy or are they intentionally made fuzzy on account of their ego and ulterior motives. In the context of "fund filter model of corruption in India", fund for every project is filtered at every level of ministry and department. So, is the Planetarium work construction halted because there was some bypass made in the fund filter model?
A common man like me can think in this direction.
Can the PWD clarify who asked it to start the construction work without the approval of DC? Can DC, PWD and nodal officer department of Science and Technology tell the public about the true state of the official proceedings?
My views are expressed because of the importance of the project to the public of AP, especially student community.

Setting a trend for others
Dear Editor,
The APPSC has created a record of sorts by its repeated extension of the exam for close to 4 years now. I am sure nowhere else in the country; this kind of feat has been achieved till date, so hats off to the commission. They are taking the reputation of our state being one of the most corrupted to new heights altogether.
Being the top job recruiting body of the state, they should have been setting example for transparent recruitment but have failed miserably in that. It’s no wonder when other departments follow them and show the perennial lackadaisical attitude in recruitment processes. There are many candidates who are waiting in anticipation either for this exam or the next one but there seems to be absolute silence on the part of the commission regarding the exam dates.
Much water has flown under the bridge since the notification came out in 2012 but it seems the commission has not learnt its lesson acting like they don't care at all & continues to remain in denial mode as if it’s a norm in this state to do as you please no matter how much hardship aspirants go through. It’s really discouraging & disheartening, and those candidates who keep requesting for extending the exam dates again and again should keep in mind that they are not the only ones, there are others who have almost reached the upper age limit for this exam, some left jobs, left higher studies, took extended study leaves ignoring other pursuits, shifted to capital, just with the hope of cracking this exam despite many difficulties. So if ever the commission zeroes down on an exact date it should be final without any further extension, academic exams shouldn't be an excuse for another extension given the exam dates don't collide.
After all its competition and has been long overdue.

In latest syllabi issued by APPSC , the concerned authority has set the procedure for holding Arunachal Pradesh combined competitive exam: schedule –ii, under rule 2001, it is clearly written that APPSC will hold combined competitive exam for the 17 service of which Finance and Account officer / Treasury officer is one of them. And the minimum educational qualification required for appearing the exam is graduation in any discipline. But in recent advertisement education qualification for the said post is something else.
